Mongolian Employers Federation
Mongolian Employers’ Federation is a self-financed and non governmental organization, was established on 29th September 1990 by voluntarily affiliated employers and 35 owners. It was initially named as Mongolian Employers’ Federation of Private Enterprises. The name was changed to Mongolian Employers’ Federation by the assembly resolution which was held in 1998.
MONEF was found with the aim of advocating the employers’ interest and promoting of the private sector. The MONEF has responsibilities to provide information, organize trainings, consultancy service on human resource management, and develop international cooperation.
MONEF is a nationwide organization embracing 21 regional employers associations, representing 7800 members and their organizations in the manufacturing, construction, transportation, banking, insurance, and service sector.
Its membership is open to all local and foreign employers’ in Mongolia who supports its objectives and activities. The MONEF’s main interest is to help its members to stay better informed, represented, as well as to be well prepared to cope with the challenges from trade union.

MONEF’s main activities are mainly aimed at creation of favourable business environment through working closely with the President of Mongolia, the State Ikh Khural/ Parliament/ and the Government in order to reflect employers’ interest in national policies or legislations.
On behalf of members MONEF contributes to the social stability of the country through concluding the biannual tripartite agreement on social consent with Government of Mongolia and confederation of Mongolian Trade Union as well as solving emerged labour and social security related problems.
International cooperation
MONEF maintains close rapport with regional and international organizations worldwide. At the international level, MONEF is a member of the International Organization of Employers; IOE operates closely with the International Labour Organization. We are participating in the annual International Labour Conference; represent employers at the national tripartite partnership.
1998 the MONEF became the member of the IOE and today it is an official voice of Mongolian employers at the international level. At the regional level, MONEF is a member of the Confederation of Asia Pacific Employers / CAPE/
MONEF cooperates closely with the International Labour Organization, its regional office in Bangkok, area office in Beijing, CAPE employers organization in Asia and Pacific countries as well as European Union Tacis programme,

The MONEF serves as the official voice of Mongolian employers at the international arena. It seeks to raise the profile of employers in the economy of Mongolia by:
- Promoting cooperation with the foreign employers
- Collecting data on labour trends, and disseminating them to the member companies
- Dispatching study mission to foreign countries in order to learn their experience and receiving various study groups from overseas.
