Mongolian National Chamber of Commerce and Industry

POLICY COORDINATION DEPARTMENT

The Department is responsible for ensuring and coordinating the cooperation mechanism of the Chamber with the Government, working out business plan of the Chamber and strategic policy of the private sector development and other related issues such as vocational education etc, coordinating inter-relation of departments, centers and bureaus of the Chamber. It works towards on making preparation and agenda for the meetings of Government Private Sector Consultative Committee and Standing Committees of the Chamber, which is including Chamber’s Council members, in the Governmental policies and law making process, providing its administration with policy-orientated information as well as improving efficiency and organization of the meetings of the Presidium and Council of the Chamber.

FOREIGN RELATIONS AND COOPERATION DEPARTMENT

Mongolian National Chamber of Commerce and Industry cooperates with Chamber of Commerce and Trade Promotion Organizations of over 60 countries of the World and there from has exchanged protocols of cooperation with more than 21 Chambers of commerce, provides considerably activities to promote bilateral economic and business contacts. Herewith, MNCCI provides an around-table meetings, seminars, business missions, individual business visit with TPO and CCI of countries that have trade and economic relations with Mongolia.

Mongolian National Chamber of Commerce and Industry is a full member of International and Regional Trade Promotion Organizations such as International Chamber of Commerce (ICC), Asian Trade Promotion Forum (ATPF), Confederation of Asia-Pacific Chamber of Commerce and Industry (CACCI), Federation of Asian Retailers Association (FARA) and etc. MNCCI participates in activities of these organizations. In 1995 9th Assembly of ATPF has been organized by MNCCI in Mongolia.

MNCCI has established bilateral economic cooperation committees and councils like Mongolian-Korea Economic Cooperation Committee, Mongolian-Turkish Business Council, Mongolian-Japanese Economic Development Center in order to support bilateral economic and business development. Foreign Relations and Cooperation Department deals with the following issues:

MONGOLIAN NATIONAL ARBITRATION COURT

The Mongolian National Arbitration Court (MNAC) was founded on July 2, 1960 at the Mongolian National Chamber of Commerce and Industry (MNCCI). MNAC is of a non-governmental and nonprofit nature empowered to carry out its operations in private dispute settlements.

MNAC has 21 regional branch arbitration centers empowered to settle domestic disputes. MNAC is composed of the chairman, the secretary general, arbitrators, and staff members. The MNCCI Council appoints the chairman, the secretary general, and the arbitrators triennially.

EXHIBITIONS, TRADE FAIRS AND TOURISM BUREAU

Exhibitions, Trade Fairs and Tourism Bureau is purposing to exhibit the actual products of either national producers or foreign exhibitors through the various exhibitions and trade fairs organisation at home and in abroad in collaboration of the SME’s of the country as well as exhibition related organization in abroad. To introduce the country including its export products, tradition and culture and to expand its business collaboration we are aiming to collaborate the same purposed foreign exhibitions and trade fairs organizations. Representing of the country of Mongolia the Mongolian National Chamber of Commerce and Industry is the member of the Bureau of the International Exposition /BIE, Paris/ and organizes its exhibitions and trade fairs through the Exhibitions, Trade Fairs and Tourism Bureau /ETTB/.

The Exhibitions, Trade Fairs and Tourism bureau is able to collaborate with either the government or nongovernmental organizations and business entities in organisation of the various specialized exhibitions and trade fairs and to consult exhibition organization related issues.

MARKET RESEARCH AND TRAINING CENTER

The main objective of the market research and training center is to promote trade and business activities of state and private sectors, to serve with market related information and materials for businessmen and entrepreneurs, and also it runs out short and long-term training by such issues.

BUSINESS INVESTMENT SUPPORT CENTER

The Business & Investment Support Center was established in 1999 at the Chamber, focusing on activities to support entrepreneurs, producers, manufactures, traders in their stance on broad production, trade, investment and finance, information technology, management and marketing. The center consists of three main units including SME, Investment Support Unit, Information Technology, Trade Facilitation Unit and Business Information Center.

Ulaanbaatar Trade Point at the Center was established with the framework of the Trade Point Programme of the UNCTAD. Ulaanbaatar Trade Point plays a key role in trade facilitation and establishment of business environment conducive to creating better opportunities for Mongolian and foreign business through Internet.

Within the framework of Dutch-Mongolian Bilateral environmental project, which started in 1999, Tuul Green Investment Network (TGIN) was established at the Center with the objective to promote green investment in Mongolian Industries, it will be an effective operational communication network with the long term objective to build up a self-sustainable macro and micro management and investment mechanism on environmental protection in Mongolia.

With objective of establishing and expanding information service market by promoting and supporting IT sector and developing e-commerce information system in Mongolia, Information Technology Council of MNCCI is operating at the business Investment Support Center.

The center cooperates with other MNCCI departments and has conducted successful and efficient operations with related domestic and foreign organizations, individuals, and governmental and non-governmental organizations. For example, the center has cooperated with MOFE, the Customs Office, the Tax Administration Office, Asia Foundation, Soros Foundation, ADB, UNDP, ERINA, and Fitch Rating.

PATENT TRADEMARK BUREAU

The Mongolian Chamber of Commerce and Industry has been appointed as a first Mongolian attorney in 1970. The Patent and Trademark Bureau of the MCCI maintains very close professional relationship with World Intellectual Property Organization, Intellectual Property Office of Mongolia as well as over 100 foreign firms and law offices worldwide. The Bureau deals with intellectual property issues such as registering, filing and prosecuting of applications for patents, trademarks and industrial designs, handles with intellectual property rights disputes and provides its domestic and foreign customers and clients with legal advice. Mongolia has adopted “Patent Law” and “Copyright law” in 1993 and “Law on trademarks and place of appellation” in 2003.

FOREIGN TRADE DOCUMENT CERTIFICATION DEPARTMENT /FTDCD/

Mongolia, as a developing country, is benefiting from preferential treatment of trade and customs tariffs of 28 highly developed countries. The preferences have to be provided based on the Certificate of Origin. In order to issue a certificate of origin, the Department studies the schemes of the countries to grant preferential tariff treatment under the Generalized System of Preferences (GSP). Also the Department is to conduct an inspection of the containers with import and export goods and of exporter’s manufacturing process preventing from the manufacturer to import ready-made products.

DEPARTMENT FOR INSPECTION OF EXPORT AND IMPORT GOODS OF MONGOLIAN NATIONAL CHAMBER OF COMMERCE AND INDUSTRY

The Department for Inspection of Export and Import Goods was established in 1961. The MNCCI is a neutral independent public, nonprofit organization. Besides its main activities, the MNCCI is acting as a neutral part supervisor at the order of local and international organizations, in case of shortfalls in quality, quantity and non-coincidence of goods, raw materials and equipment. We are undertaking inspection activities in order to control tare and packing conditions, trademark correction and term of conveyance, according to aspects of purchase and sale agreements. And on this base the Department issues the certificate of inspection. Issued certificate is not defending the interests of neither supplier nor buyer. This certificate accepted as an international and is the main document used to determine the custom and other taxes, to consider problems existing in the process of delivery.

Since 1995, the MNCCI has become a member of the International Chamber of Commerce. It is given rights to participate in international actions.

Our Department does corresponding services to over 2300 companies and organizations and issues up to 2000 certificates yearly. Our experts operate in 18 provinces and custom posts.

MEMBERSHIP AFFAIRS BUREAU

The Membership Affairs Bureau closely cooperates with its member companies receiving all their requests and proposals and serving their business needs, providing with necessary information, collecting member database and recruiting organizations, companies and individuals to the Chamber membership.

At present time MNCCI has over 1200 member companies in its central and local branches and its members’ structure is : 82.8 per cent - limited liability companies 10.3 per cent - Shareholding companies and state enterprises 2.4 per cent - Associations and Agencies 1.8 per cent - banks and non-banking financial institutions 1.5 per cent - individuals and cooperatives 1.2 per cent - foreign companies and diplomatic missions of foreign countries in Mongolia and abroad.

MARKETING AND PRESS DEPARTMENT

Effective PR is the main tools to increase the reputation and business relation of an organization. Marketing and Press Department aims at working out marketing and public relations policy of the Chamber, informing its activities outwards introducing the importance to businesses and building up the reputation of the Chamber.

Also in order to deliver immediate and wide range of business information it issues “Business Times” weekly newspapers and quarterly magazine “Inspiring Mongolia”.
